The strategy in the disclosure
Brazil’s 2026 sovereign disclosure describes a borrowing strategy that favours replacing floating rate debt with fixed rate and inflation linked securities. It also identifies plans to develop external benchmark curves in dollars and euros. These are financing objectives, not evidence that the desired debt mix has already been achieved.

The issuer and investor see different exposures
Fixed rate debt can make an issuer’s nominal payment schedule more predictable. For the investor, however, a fixed payment can lose purchasing power if inflation exceeds expectations. Market value can also fall when required yields rise.
Inflation linked debt changes that allocation of risk. The indexation formula, reference index and payment timing matter. A label alone does not establish how closely a security will match a particular household’s spending costs.
Benchmarks improve comparison, not certainty
A series of securities across maturities can provide useful pricing references. It does not remove sovereign credit risk, currency risk or the possibility that liquidity differs substantially between issues.
Our view is to evaluate the strategy against subsequent issuance and the actual outstanding debt profile. A programme can have sensible objectives while market conditions force a different short term mix.
For foreign investors, distinguish a Brazilian bond denominated in reais from one denominated in dollars or euros. The same sovereign issuer can create materially different portfolio exposures depending on payment currency, maturity and contractual terms. A comparison based only on the headline yield misses those differences.
